Why it matters

Most civic problems fail on routing rather than on merit. A complaint sent to the wrong body, or after a deadline, produces no result and no explanation, and the resident concludes that nothing works.

Scope

Local, state and federal complaint and petition pathways, jurisdiction, form and process, deadlines, receipts and status.

How it is measured

Routing is recorded per issue type with the responsible body, the statutory or published deadline, and the official destination. City 360 never submits on a resident's behalf; the final step is always the agency's own channel.
