  1. Find the meeting and its agenda

    Public comment is per meeting, and the agenda names the sign-up window.

  2. Sign up for public comment

    Council sign-up typically opens when the agenda posts and closes the day before.

  3. Prepare your two or three minutes

    Time limits are enforced. One point made clearly beats four points rushed.

  4. Speak, or submit in writing instead

    A written comment enters the same record. Speaking is not required to be heard.
